Because a retaliation should be doing the same amount of harm back, if anything. Not more harm than the initial aggressor did tho. And locking someone in a cage is more harmful than slandering someone

Slander alone doesn't and can't cause any specific effects. One example that shows that is someone saying the same slandering thing to 2 ppl, and 1 person doesn't react and just says "whatever", and the other person reacts by punching the slanderer in the fact. So slander alone doesn't have any affect
I would argue that. Even if u argued that slander does have a harmful effect tho, it is objectively a less harmful effect that the affect from locking someone in a cage. Either way, locking someone in a cage isn't a properjustifiably response. Whether the slanderer did no hadm
harm or did a less amount of time. Since the proper punishment for something is doing the same amount of harm back, not more harm back

And the reason i say that slander even if it does cause harm isn't as harmful as locking someone in a cage, is cuz physical violence and force are worsethan anything that's not physically violent or forceful. So slander, for ex, isn't as punching (or anything else physically violent or forceful)
