I maybe wrong,but I think this way when it comes to hell
God is really merciful, kind, He loves us the most - that's why He gave us free will, even the will to sin.
Have you wondered,if God is the person who sends us to burning Hell, why God doesn't punish or destroy satan?
I believe, God is waiting for everyone to repent and get back
The picture of burning fire maybe depicting the situation of hell, where everyone is selfish,we sin ,sin sin, but we are unable to find truth,love,we are unable to trust anyone, where we lose the protection of God..
That's what I beleive hell is, and it's not by God's choice we fo there, sadly by our choice
